b) RESOLUTION - Request adoption of the revised resolution for the unrepresented POA employees by updating referenced POA MOU article titles

Financial Impact:
The proposed contract allows for 0% salary increase effective September 14, 2023, a 2.5% salary increase effective May 4, 2025 and a 3% salary increase effective June 29, 2025. The increased cost for the contract term through June 30, 2026, is approximately $273,096 for salary, payroll taxes, and County CalPERS contributions.

Background Information:
The Memorandum of Understanding (MOU) between the County and the Tehama County Peace Officers Association expired September 13, 2023. Prior to the expiration date, the County began to meet and confer with the bargaining unit over a new successor MOU. The resulting MOU, if approved, will be for a three-year term effective 09/14/2023 through 06/30/2026 and will include the following agreements:

COMPENSATION: All employees in the bargaining unit will receive a 0% salary increase in the first year effective 09/14/2023, a 2.5% salary increase in the second year effective 05/04/2025, and a 3% salary increase in the third year effective 06/29/25.

COMPENSATORY TIME OFF (CTO): The maximum amount of CTO employees represented by the bargaining unit can earn was increased from eighty (80 hours) to ninety (90) hours. Additionally, a provision was added allowing employees to cash out up to eighty (80) hours of accumulated CTO in the months of June and/or December of each year.
