Background Information:

In 2004, a one dollar ($1) annual service fee was imposed on all eligible vehicles registered in Tehama County to fund abandoned vehicle abatement. Pursuant to Vehicle Code sections 9250.7 and 22710, these registration fees are collected by the Department of Motor Vehicles and distributed to the Tehama County Abandoned Vehicle Abatement Service Authority (TCAVASA) by the State Controller.  Since its inception, Tehama County has received in excess of $880,000, which has allowed staff to effect the abatement of more than 6,200 nuisance vehicles countywide. By statute, the fee will sunset on March 31, 2025. However, the fee may be extended for an additional ten (10) years if the Board of Supervisors, by a two-thirds vote, and a majority of the cities having a majority of the incorporated population within the county adopt resolutions providing for the extension of the fee. The AVA program has been immensely successful, and both the TCAVASA Board and County staff recommend that the fee be extended to allow this valuable program to continue.
