Background Information:

As an informational update, the FY 2026-27 budget for the Tehama County Transportation Commission (TCTC) and Transit Agency Board (TCTAB) was approved by the Commission on May 18, 2026.

The approved budget continues to support transportation planning, transit funding administration, and mobility services throughout Tehama County. A significant change this fiscal year is the restructuring of the Transit Agency Board (TCTAB) budget. TCTAB is now being utilized as the centralized fiscal entity to receive and administer transit-related funding and distribute those funds to TRAX, ParaTRAX, and METS. While this was always the intended purpose of TCTAB, previous budgets did not fully reflect this role. The new structure improves transparency, accountability, and oversight of transit funding while providing a clearer picture of how transit resources are allocated.
This change does not reduce or expand transit services but ensures that funding is tracked and administered in a manner that more accurately reflects program operations. The goal is to strengthen grant management, improve compliance, and maintain long-term sustainability of transit services.

Funding for these programs comes from a variety of state, federal, and local sources, including Overall Work Program (OWP), Planning, Programming and Monitoring (PPM), Regional Surface Transportation Program (RSTP), Local Transportation Fund (LTF), State of Good Repair (SGR), Low Carbon Transit Operations Program (LCTOP), Transit and Intercity Rail Capital Program (TIRCP), State Transit Assistance (STA), and Federal Transit Administration Section 5311 funding.
