a) AGREEMENT - Request approval and authorization for the Executive Director to sign the agreement with Poor and the Homeless County Coalition (PATH), for the purpose of implementing the Behavioral Health Bridge Housing Program plan, with a total maximum amount not to exceed $457,000, effective 3/1/25 through 6/30/26 (Subject to receipt of required insurance documentation)

Financial Impact:
This project will be paid for utilizing grant funds from the Behavioral Health Bridge Housing Program that consists of $2,371,591 in total. A portion of these grant funds are budgeted for the project provided through this agreement. The Budget Unit is 40131. There is no impact to the General Fund.

Background Information:
On April 16, 2024, an agreement with Advocates for Human Potential, Inc. (the administrative entity acting on behalf of the California Department of Health Care Services) was reviewed and approved by the Board of Supervisors for the purpose of applying for grant funding for the Behavioral Health Bridge Housing (BHBH) Program. This program was put in place to address the immediate and sustainable housing needs of people experiencing homelessness who have serious behavioral health conditions.

This agreement with PATH is for the purpose of implementing certain tasks and duties from the BHBH budget that was awarded to County. The tasks that PATH will be implementing include:

* The construction of up to five tiny homes, as well as funding for ongoing normal repair/maintenance.

* The purchase of a mobile home as part of the transitional housing program, as well as funding for ongoing repair/maintenance.

PATH, as a local non-profit organization that provides services to individuals and families experiencing homelessness, will be co-locating the tiny homes on the same property where they maintain the transitional housing, and the mobile home being ...
