Financial Impact:
The passing of the Resolution will result in the ability for Building, Fire, and Planning to resume collection of the plot plan fees as listed below.
Background Information:
California Government Code Section 66015 limits residential solar energy system permit fees to the reasonable cost of providing the service for which the fee is charged, and Section 66015(a) further limits permit fees for residential solar energy systems to four hundred and fifty dollars ($450) unless specific findings are made as listed in the Resolution.
The County has established the following Ordinances;
Building Department fee (Ordinance 1918) of four hundred dollars and ninety-five cents ($400.95) for solar photovoltaic systems review and permitting as well as site plan review fees of one hundred twenty-seven dollars and fifty-five cents ($127.55) for sites located within a flood plain, and thirty-eight dollars and twenty-five cents ($38.25) for sites not located within a flood plan.
Fire Department fee (Ordinance 2120) of two hundred twenty-three dollars ($223) for plot plan review and two site inspections, as well as one hundred sixteen dollars ($116) per hour for site reinspection(s) for solar energy systems to ensure compliance with state and county fire safety regulations, which when charged along with the Building Department fees for solar energy projects is in excess of the maximum set of Government Code Section 66015(a); and
