Financial Impact:
The increased cost to extend the program through June 2025 is approximately $71,757 which includes the Case Manager's salary and benefits, supervision, and operating costs January through June 2025. If approved, the budget adjustments will be made during the Mid-Year Review process for both Social Services and Community Action Agency.
Background Information:
The Tehama County Community Action Agency (CAA) is requesting to extend the sunset date for the 1.00 FTE CAA Case Manager (Limited Term) allocation, which is designated for the Housing and Disability Advocacy Program (HDAP). The current sunset date is set for 12/31/24. CAA requests the sunset date be extended to 6/30/25.
The Case Manager for the HDAP was added in 2022. HDAP provides housing support to people likely eligible for disability benefits and experiencing or at risk of homelessness. The goal of HDAP is to secure disability benefits for participants and stabilize them in permanent housing. Social Services has received state funding for this program, and contracts with CAA for case management.
Funding for this position for the full fiscal year was not included in the 2024-25 Adopted Budget due to ongoing funding being uncertain. However, in early October 2024, Social Services was notified of a planning allocation that is anticipated to fund the full fiscal year. If needed, Community Action Agency will provide Community Services Block Grant (CSBG) funding to operate the program through 2025. If approved, these budget adjustments will be made during the Midyear review process for both Social Services and CAA.
