Financial Impact:

The costs for this contract are planned in the FY 26/27 budget in 5013-532300, Professional Services. This contract will be funded with Federal funds via the Independent Living Program Allocation as well as State 2011 Realignment Local Revenue Funds. There is no impact to the General Fund.

Background Information:

This is a contract renewal. Tehama County is required to provide the Independent Living Program (ILP) to all eligible foster youth ages 15-18 and former foster youth up to age 21. Participation in the ILP is optional. The ILP offers case management, support, education, and access to resources for youth in out-of-home care as either a foster or probation youth, including youth who have aged-out or exited the foster care system. In order to facilitate their successful transition to self-sufficient adulthood, outcomes expected through this agreement are for participants to receive their high school diploma or equivalent; enroll in college or higher education or complete vocational training; and to attain employment or other means of support.
