a) AGREEMENT- Approval and authorization for Chief Probation Officer to sign Amendment No. 1 to Agreement 2026-013 with Northern Valley Catholic Social Services to adjust the contract term from 1/1/26 through 12/31/26 to a new term of 3/21/26 to 4/1/27, in the amount not to exceed $96,188. All other terms and conditions of Agreement 2026-013 shall remain in full force and effect (Subject to receipt of required insurance documentation)

Financial Impact:

Costs incurred as a result of services provided by this Agreement will be paid out of previously budgeted funds in Budget Units 2037-53230 (Professional Services) and 2036-53230 (Professional Services).

 

Background Information:

Tehama County Probation has partnered with Northern Valley Catholic Social Services (NVCSS) in order to provide justice involved youth with opportunities to build resilience, enhance coping skills, and reduce risk factors associated with depression, anxiety, and emotional distress. The program that NVCSS will administer is listed on the California Evidence-Based Clearinghouse for Child Welfare (CEBC) as having Promising Research Evidence and continues to be recognized internationally as a model for early mental health promotion in adolescents. The original Agreement has an effective date of 1/1/26, however NVCSS required an executed Agreement in order to recruit for the case manager that would fulfill the role and services encompassed in the agreement. Because the agreement was adopted on 1/27/26, NVCSS did not have the opportunity to provide services until 3/21/26. In order to honor the maximum compensation of $96,188 as adopted on 1/27/26, an Amendment is being requested to start on 3/21/26 when NVCSS was able to start providing services, and extend through 4/1/27 to cover a full year as originally agreed upon.
