Financial Impact:
There is no financial impact to this agreement. The letters are in exchange for access to Recorder's Office public records for no charge.

Background Information:
The State of California passed Senate Bill 255 which mandates that County Recorder's offices send notification letters to the previous owner of record when certain property transactions and documents are filed with the office. ParcelQuest is a current partner with the County particularly in the Assessor's office and can generate these letters based on Recorder's data that will be provided under this agreement and Assessor data that they already possess. The Clerk & Recorder, in cooperation with the District Attorney and Assessor, have developed a program using these letters to notify property owners of transactions and provide an avenue for questions and complaints. The purpose of these notices is to ensure property owners are informed of documents filed regarding their property and to help with the early detection of any fraudulent documents that may be filed. This is a concern that has been expressed across all 3 offices from the public and this is one way to address those concerns.

Currently the plan is to have the Recorder's office send out letters based on documents filed with their office, the Assessor will field questions from the public generated by those letters as they have the most information regarding the full history of the property. If something rises to the level that fraud may have occurred, it will be referred to the District Attorney for investigation and prosecution...
