Financial Impact:
There is no cost to the Department for these services. The Department will receive revenue from the vendors that is deposited into the Inmate Welfare Account (510-471120), at a rate included in the vendor's Agreement.
Background Information:
The Sheriff’s Office is requesting approval of Amendment No. 8 to extend the current Inmate Telecommunications System Agreement for an additional six months. The extension is necessary to allow sufficient time to complete the ongoing Inmate Telecommunications System Request for Proposals (RFP) process and satisfy the additional review and approval requirements now applicable to jail-related Agreements.
On May 28, 2026, the County received four (4) proposals in response to the Inmate Telecommunications System RFP. The proposals are currently under evaluation. Due to the complexity of the proposals and the volume of information submitted, the evaluation and selection process has taken longer than anticipated. The evaluation is nearing completion, and the Sheriff’s Office anticipates making a vendor selection soon, after which the new agreement process will begin.
As the new jail expansion is being funded through SB 1022 state bond funding, jail-related Agreements are now subject to review and approval by the California Board of State and Community Corrections (BSCC), Department of Finance, and State Public Works Board (SPWB) prior to presentation to the Board of Supervisors for consideration and approval.
