Recommendations on final Well Mitigation Program for the Board of Directors

Financial Impact:
Unknown, however program costs are intended to be covered by groundwater user fees.
Background Information:
As part of our DWR approved groundwater sustainability plans the district has agreed to create a well mitigation program prior to January 1, 2026. The attached is the outcome and recommendations from the Well Mitigation Working Group. The Groundwater Commission recommends adoption with the following changes;
• Require good standing with the GSA only and remove Environmental Health.
• Remove the requirement to take an online well maintenance course.
• Remove the depreciation and age requirement for the drilled well and case only.
• Create 20-year depreciation schedule for pump and ancillary equipment
• Add requirement for District to reimburse owner within 30 days of mitigation completion
