The funds are budgeted in the FY 25/26 Rent/Lease of Buildings account (53260) in the Sheriff's Budget.

Background Information:
Law enforcement agencies are required to maintain firearms proficiency for all sworn personnel. Regular training and qualification are essential to comply with Peace Officer Standards and Training (POST) requirements and to ensure officer safety, operational readiness, and public safety.

The Tehama Shooters Association (TSA) provides a secure and controlled environment for mandated firearms training, qualifications, and tactical exercises. The original agreement with TSA was established and formally adopted as Agreement No. 164-1999 on July 13, 1999. Since that time, the agreement has not been comprehensively updated, nor has there been any increase in the annual usage fee for approximately 26 years. During this period, TSA has made significant improvements to the shooting range facilities and infrastructure. As a result, TSA has requested an increase to the annual usage fee to reflect these enhancements and current operational costs.

Additionally, TSA requested that the agreement be revised to a one-year term with annual renewals, rather than an automatically renewing agreement. This change is intended to ensure that agreement terms and operational details remain current and accurate.
