Background Information:

Regular Personnel Rules review and revision is a crucial part of an effective policy and procedure management plan. Updating rules ensure they are consistent, effective, compliant with State and Federal laws, and understood by all parties. 

 

TCPR §1306: Drug & Alcohol Free Workplace / Testing was revised in accordance with AB 2188 which prevents employers from testing candidates for employment for non-psychoactive cannabis metabolites which indicate past use. 

 

TCPR §2306: Reinstatement was revised to include language relative to retirees who cashed out sick leave.

 

TCPR §6101: Sick Leave was revised in accordance with AB 1041 which expanded the California Family Rights Act (CFRA) and Sick Leave use to include caring for a designated person.

 

Additional language changes have been made to provide clarity. These rules were created by the Personnel staff, then routed through the Personnel Review Ad Hoc Committee, the Department Heads, and the bargaining units. The process then continues to presentation and/or approval by the full Board, which is the current step in processing these Personnel Rules.
