a) URGENCY ORDINANCE - Consider adoption of an Urgency Ordinance Designating the Newville Road at North Fork Stoney Creek Bridge (Bridge No. 08C0175) as a One Lane Bridge, and Establishing the Maximum Speed of 5 Miles Per Hour on the bridge, and establishing a 25 Miles Per Hour within 600 feet of the Bridge

Financial Impact:

There is no financial impact.

 

Background Information:

Public Works closed the Bridge at Newville Road and Kendrick Creek (also known as the North Fork Stoney Creek) after a Caltrans inspection found significant undermining of the north abutment.  The Board approved installation of a temporary bridge on December 16, 2025.  The County has now installed the temporary bridge which the County Engineer has certified can bear the legal vehicle loads. Establishment of a speed limit of 25 miles per hour for the approaches to the Bridge and 5 miles per hour for the Bridge and designation of the Bridge as a one-lane bridge will adequately address roadway alignment geometric constraints.

 

The Public Hearing and Introduction of the Urgency Ordinance were completed by the Board on 6/9/26 as originally scheduled. The adoption of the ordinance requires 4/5s vote and there were only three supervisors present at the 6/9/26 meeting. The adoption of the ordinance has been postponed to 6/16/26 for this reason.
