Background Information:
Pursuant to Title 22 CCR Section 67450.25(a)(3)(B) and Section 67450.4(b)(16), the operator of a household hazardous waste facility must enter into a written agreement allowing for the facility to operate with the property owner.

The current extension to the agreement to allow the Agency to operate the Corning Household Hazardous Waste Facility on the property of USA Waste of California (WM/Corning Disposal) will expire on August 31, 2025. WM will no longer provide an extension to the current agreement allowing Corning collection events to continue beyond August 31, 2025.

To maintain this service for residents, Agency staff reached out to the City of Corning City Manager, Brant Mesker, to reach an agreement to allow temporary collection events at City owned property. This agreement will allow Corning collection events to continue until December 31, 2025. This agreement was reviewed by Agency Counsel. Once the agreement is approved by both parties, the Agency can submit notification to the Department of Toxic Substances Control to allow the temporary events to occur.

The Agency has also requested a proposal from our Household Hazardous Waste contractor, ACTenviro, to staff these one-day collection events. If the amount of the proposal is within the allowable limits of the Agency approved purchase policy, the Agency Manager will be able to approve the proposal.
