a) AGREEMENT – Request approval and authorization for the Sheriff and Chair to sign the Agreement with Enloe Medical Center, a California non-profit corporation (Hospital), for the purpose of performing forensic examinations of victims of sexual assault, including but not limited to a medical evidentiary examination by a Sexual Assault Response Team (SART) in the amount of $2,500 for each medical evidentiary examination performed, effective 7/1/26 and shall terminate 6/30/27

Financial Impact:
This expense has been budgeted for in FY 26/27 in Advertising and Community Services Enloe Hospital Account 101-1091-55545. Expenses have varied from year to year depending on the number of cases. The Sheriff’s Office will seek reimbursement from the California Office of Emergency Services (Cal OES) for each qualifying event. Cal OES currently reimburses up to $1,127 for each exam.
Background Information:
This Agreement provides for the performance of forensic examinations for victims of sexual assault, including, but not limited to, medical evidentiary examinations conducted by a Sexual Assault Response Team ("SART"). The timely collection of medical forensic evidence is critical to preserving evidence and supporting the successful investigation and prosecution of sexual assault cases.
The Agreement authorizes Tehama County to pay for medical evidentiary examinations, consistent with applicable statutory requirements, for victims of sexual assault occurring within the unincorporated areas of Tehama County and the incorporated City of Tehama. In addition, the Agreement provides a subsidy to Enloe for examinations performed in cases where the victim is cooperating with the Tehama County Sheriff's Office.
