Financial Impact:
There is no financial impact on the General Fund. The Sheriff’s Office will utilize CALAIM AB133 funds to reimburse the mid-year overtime costs incurred.
Background Information:
The Sheriff’s Office through its County Jail received funding under the California Advancing and Innovating Medi-Cal (CalAIM) Providing Access and Transforming Health (PATH) Round 1 initiative to support planning and implementation activities. This PATH funding is intended to build the infrastructure necessary to implement Enhanced Care Management (ECM) under CalAIM.
Implementation of CalAIM requires significant planning and operational development activities, including policy and procedure development, workflow redesign, data and reporting configuration, cross-sector coordination with managed care plans and community-based partners, and compliance readiness activities. These efforts must be completed within state-established timelines while the Jail continues to provide ongoing services to the County’s Medi-Cal beneficiaries.
Due to existing staffing levels and the need to maintain uninterrupted service delivery, completing these required planning and implementation activities during regular business hours would reduce service capacity and delay compliance milestones. Limited-term staffing is not a practical alternative given the specialized knowledge required, onboarding timelines, and the temporary nature of the work.
The requested PATH funds will reimburse overtime costs for management’s planning and implementation of these deliverables without disrupting client services. The overtime costs will be time-limited and directly tied to PATH-approved activities and milestones.
