a) ROAD AGREEMENT - Request approval and authorization for the Director to sign the Agreement with National Fish and Wildlife Foundation (NFWF) for sale of preservation credits in the Northwest Sacramento River Aquatic Resource Service Area; for the purchase of 0.01 total acres of aquatic resource credits, for the purposes of mitigating the loss of potential habitat on Oak Knoll Drive Culvert Emergency Project, in the amount of $18,625, effective upon date of signing and shall terminate sixty (60) days from execution

Financial Impact:
This project funding is budgeted in Road Fund, Professional and Special Services Account, 3011-53230. The County will seek federal and state reimbursement at the time of project completion from public assistance grants, FEMA and CDAA for Disaster Recovery #4683 for a combined rate of reimbursement of 93.75%.
Background Information:
The Oak Knoll Drive Emergency Repair Project requires an authorized impact to stream channel habitat which is identified as sensitive aquatic life habitat. The Central Valley Water Resources Control Board (CVWRCB) agreed that the loss may be mitigated through the purchase of 0.01 acres of preservation credits from the In-lieu fee (ILF) program provided by NFWF. No other banks servicing the area of Tehama County have credits available for purchase.
