Background Information:
The industry suppliers of Electrical Vehicle Supply Equipment (EVSE) are wishing to subvert the California Statewide Measurements and Standards regulatory framework to speed up their placement of measuring devices into service.
Senate Bill 1327 (Reyes) would remove electric vehicle chargers-a commercial weighing and measuring device-from the regulatory jurisdiction of the County Sealer of weights and measures and would unnecessarily shift regulatory authority over EV supply equipment to the California Energy Commission, an agency that does not administer or enforce weights and measures laws. In doing so, the bill fragments an established system that is already functioning effectively and removes these emerging devices from the oversight of the regulatory program whose primary expertise is in enforcement of weights and measures laws
By removing EV supply equipment from the existing weights and measures framework, the bill would:
• Break a century-old regulatory framework
• Create inconsistent enforcement Statewide
• Remove local enforcement presence
• Duplicate existing type evaluation processes
• Weaken consumer protection
• Set a precedent for further fragmentation
• Ignore and disregard existing expertise
