Background Information:
Pursuant to State Law (11105.2 PC), the Juvenile Detention Facility (JDF) is required to capture the biometric fingerprint data of any youth booked into the facility on a felony offense. Currently, the JDF utilizes a traditional ink-and-roll card system to meet this requirement. This manual process is outdated, slow, and fails to provide the timely feedback necessary for the immediate and proper identification of detained youth. Transitioning to a modern Live Scan system will modernize this workflow by providing virtually instant identification feedback, ensuring a significantly more efficient and secure booking process.
The immediate feedback provided by the Live Scan system is critical for facility safety and intake accuracy. It allows staff to quickly verify an individual's true identity, ensuring they have not provided a false name, and definitively confirms that the detained individual is a juvenile offender rather than an adult. Furthermore, the system allows for real-time checks for outstanding warrants, legal holds, and previous criminal histories, all of which are vital components when making immediate, safe housing decisions within the facility.
Beyond immediate intake operations, the Live Scan equipment provides long-term benefits for both public safety and departmental efficiency.
