a) AGREEMENT - Request approval and authorization for the Executive Director to sign the Memorandum of Understanding (MOU) regarding the ERF-3-R grant program between Empower Tehama, the City of Red Bluff, the County of Tehama, Pacific West Communities, the Poor and the Homeless Tehama County Coalition, the Tehama County Continuum of Care, and The Vitality Project as the Administrative Entity for the Tehama County Continuum of Care, effective date of signing through 6/30/27

Financial Impact:
This collaborative MOU is not the vehicle in which ERF-3-R funds will flow from The Vitality Project to each organization. Forthcoming separate contracts will be executed with The Vitality Project for ERF-3-R grant funds. There is no impact to the General Fund.

Background Information:
The purpose of the collaborative MOU is to detail the organizations' individual and team roles and responsibilities as they implement the ERF-3-R program together.

The State of California Interagency Council on Homelessness (Cal ICH) issued the ERF-3-R Notice of Funding Availability (NOFA) dated November 27, 2023 as authorized by Senate Bill 197 which was signed into law by Governor Gavin Newsom on June 30, 2022. ERF-3-R is a competitive grant program available to assist local jurisdictions to provide services and supports to people experiencing homelessness in encampments that results in meaningful paths to safe and stable housing.

On January 31, 2024, The Vitality Project (TVP) submitted an ERF-3-R application on behalf of the Tehama County Continuum of Care (Tehama CoC) and the partners named in this Memorandum of Understanding (MOU). TVP received an award letter dated April 18, 2024 from Cal ICH in the amount of $14,103,946.98.
