Background Information:
The Tehama County Personnel Office is requesting Board of Supervisor approval of proposed revisions to three existing personnel rules. These rules were brought before the Tehama County Personnel Procedures & Guidelines Ad Hoc Committee for input.
Revisions are described below:
TCPR §2110: Pre-Employment Background Investigations - Revised to include language related to the Fair Chance Act, also known as "Ban the Box", which is CA legislation put in place to remove barriers for job seekers with criminal records. Other language changes include updates to more accurately reflect which positions require more extensive background checks and who is authorized to perform background checks.
TCPR §1101: Personnel Rules (General Provisions) - Revised to add language outlining how Tehama County may respond when elected officials violate policies.
TCPR §1301: Code of Conduct - Revised to add language outlining how employees may be directed to respond to members of the public who exhibit a pattern of harassing communications directed at employees.
These Personnel Rules align with the negotiated agreements and ensure consistency across all bargaining units. The Personnel Office has met the requirement to meet and confer with the bargaining unit representatives regarding these new personnel rules and agreements have been reached.
