Financial Impact:
SB1 funding of $5,229,108 is identified as Road Maintenance and Rehabilitation Account (RMRA) projects for expenditure per the attached FY 2025-2026 project list. SB1 - RMRA is a Road Fund revenue intended to be an annual source of funding.
Background Information:
Senate Bill 1 (SB1), Chapter 5, Statutes of 2017, created the Road Maintenance and Rehabilitation Program (RMRP) to address deferred maintenance on the State Highway System and the local street and road system, and the Road Maintenance and Rehabilitation Account (RMRA) for the deposit of various funds for the program.
A percentage of RMRA funding is apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.
Prior to receiving an apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the California State Controller in a fiscal year, a city or county must submit to the Commission an adopted list of projects proposed to be funded with these funds by July 1st of each year. All projects proposed to receive the fiscal year funding must be adopted by resolution (public record of the action taken) by the applicable city council or county board of supervisors at a regular public meeting each fiscal year [Streets and Highways Code (SHC) Section 2034(a)(1)].
