There is no immediate financial impact for approving the Resolution establishing benefits of County of Tehama Department Heads.
Background Information:
Tehama County Personnel Office is requesting the Board of Supervisors approve the attached Resolution formally establishing the benefits afforded to County of Tehama Department Heads appointed as “unrepresented management”. The purpose of this Resolution is to comply with California Code of Regulations (CCR) Section 571 and 571.1, which requires all special compensation items be included in a labor policy or a Memorandum of Understanding (MOU) to a defined group or class of employees. Since Department Heads are considered “unrepresented management”, the Resolution is the appropriate mechanism and is intended to serve as the required labor policy.
Without approval of this document, payments which are tied to individual employment Agreements are not considered in compliance with CalPERS and are therefore not considered reportable to CalPERS.
If approved, this Resolution will provide certain benefits, establish certain conditions of employment, and set working conditions for County of Tehama Department Heads in an easily accessible, clear and concise format.
