Financial Impact:
There is no cost to the Department for these services. The Department will receive revenue from the vendors that is deposited into the Inmate Welfare Account (510-471120), at a rate included in the vendor's agreement.
Background Information:
IC Solutions is the County's current provider of Inmate Telecommunications System (ITS) services, which facilitate telephone communications for incarcerated individuals. The attached amendment is required to incorporate contract modifications resulting from recent regulatory actions at both the federal and state levels. The amendment ensures compliance with Federal Communications Commission (FCC) Order 25-75 and the California Public Utilities Commission (CPUC) decision establishing a maximum inmate calling rate of $0.045 per minute for collect, prepaid, and debit calls. Consistent with prior FCC rulings regarding jurisdictionally mixed calls, this rate also applies to interstate inmate calls. The CPUC-mandated rate changes became effective as of June 23, 2026, at which time inmate calling rates under the agreement will be reduced to $0.045 per minute. Approval of the amendment will ensure continued compliance with applicable federal and state regulations while maintaining telephone communication services for incarcerated individuals and their families.
