Background Information:

On July 21, 2026, a Study Session was held at the meeting of the Board of Supervisors. Staff proposed a zoning change in Data Centers from Permitted Use to Uses requiring a conditional use permit.  Data Centers are currently permitted in the M-1 Light and Industrial and the M-2 General Industrial Districts as permitted use.  The Board of Supervisors asked questions and discussed Data Centers.  Staff was given direction to move Data Centers from Permitted Use to Uses requiring a conditional use permit.  Staff was also given additional direction to bring back the study session with a more robust data on water usage, electricity consumption, waste, and noise pollution levels and a possible draft ordinance specifically for Data Centers.

On October 15, 2026, The Planning Commission voted 4:0 to recommend that the Board of Supervisors find that the project is exempt from CEQA pursuant to guidelines Section 15061(b)(3) and adopt the findings relative to CEQA in the Staff Report and recommend that the Board of Supervisor adopt the Rezone 26-03; Chapter 17.34 M-1 Light Industrial.
