Background Information:
This Resolution is being brought forward as the result of a recommendation made by the 24/25 Grand Jury for Tehama County to clarify which Tehama County Personnel Rules apply to whom, and more specifically which personnel rules apply to elected officials. The goal of this recommended distinction is to help eliminate ambiguity and provide a clearer and more uniform application of rules. As a result, the Tehama County Personnel Office worked closely with the Personnel Procedures & Guidelines Ad Hoc Committee over the last several months to develop the attached Resolution and accompanying exhibits. The Resolution and accompanying exhibits add clarifying language to the personnel rules. Specifically, the clarifying language and exhibits more clearly identify which personnel rules apply to elected officials (appointed and elected) through categorization of personnel rules into three different classifications. In addition, the Resolution adds clarifying language to more accurately reflect that "The provisions of the Tehama County Personnel rules shall not supersede any state law, federal law or current collective bargaining agreement between an employee organization and Tehama County. Further, the provisions of the Tehama County Personnel Rules shall not preclude specific County departments from developing more restrictive operational policies and procedures."
