Requested Action(s)

recommendation

a) AGREEMENT - Request approval and authorization for the Air Pollution Control Officer to sign a FARMER Incentive Program Agreement with Cary Charles Fee, in an amount up to $55,000, effective upon execution by both parties and terminates seven years from the date of installation

body

Financial Impact:

FARMER funding and associated agreements are budgeted annually by the District.

Background Information:

The Tehama County Air Pollution Control District (TCAPCD) administers multiple programs designed to reduce air pollution by incentivizing the purchase or retrofit of cleaner heavy-duty engines, including the Carl Moyer Low-Emission Equipment Incentive Program, the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) program, and the local AB 923 program. Under this Agreement, the District will provide up to $55,000 to Cary Charles Fee to replace an older, higher-emission 2008 John Deere 4045 TF 285 with a new, lower-emission BMR HTA Vertical Hollow Shaft Electric Motor, equipped with a 100-horsepower electric motor.

These incentive programs help local equipment owners modernize their equipment while also improving air quality in Tehama County. The Agreement outlines requirements and timelines for project completion, reporting, and the continued operation of the new equipment to ensure the emissions reduction benefits are achieved and maintained.
