Background Information:

The Board of Supervisors approved a Memorandum of Understanding (MOU) and Business Associate Agreement (BAA) with XFERALL on 1/30/24. Xferall is the company that offers a software platform to streamline and automate the necessary steps for the department to transfer information regarding patients quickly to acute psychiatric hospitals. This pilot project went live in California in 2023 and multiple partners have implemented this application in our area.

 

Tehama County is required to implement SB43 effective January 1, 2026. This mandate expands the grave disability definition to include populations experiencing primary substance use issues. There are additional federal confidentiality rules that apply to substance use disorder patient records. This updated BAA between Tehama County Health Services Agency and Xferall, LLC adds a sentence referencing 42 CFR Part 2 to ensure this data is protected when being transmitted through their system.

 

This software has provided a critical advantage for our staff during the transition to mobile crisis services allowing client information to be disseminated to psychiatric hospitals with open beds.
