Agreement 2024-117 with Poor And The Homeless Tehama County Coalition (P.A.T.H.) for the Navigation Center Operations, thereby amending the agreement to include Exhibit F, in the amount of $1,055,654.50, effective 5/1/24 and terminate on 6/30/30 (Subject to receipt of required insurance documentation)

Financial Impact:
Budget Unit is 40131 for Mental Health. No change in dollar amount. Funding was paid from previously awarded PLHA funds. There is no impact to the general fund.
Background Information:
On November 8, 2022, the Tehama County Board of Supervisors held a public hearing regarding the PLHA five-year Plan/Application and adopted three Resolutions which authorized the application for, and receipt of, the Permanent Local Housing Allocation (PLHA) Program funds. Applications were submitted by and for Tehama County, as well as the City of Red Bluff and The City of Tehama, per the legally binding agreements. PLHA funding was awarded to Tehama County on behalf of each jurisdiction from the 2019, 2020, and 2021 Allocations, and standard agreements have been executed.
One of the deliverables selected for this funding was Activity 6 - Navigation Center Operations and Supportive/Case Management services. On May 7, 2024, the Board of Supervisors approved an agreement (Misc. Agreement 2024-117) with P.A.T.H. for navigation center operations. This Amendment No. 1 incorporates Exhibit F to the agreement clarifying the eligible uses and audits of the PLHA navigation center operation funds.
