a) AGREEMENT - Request approval and authorization for the Chair to sign Amendment No. 3 to the agreement with Lionakis (Misc. Agree #2015-294, as amended by 2017-124, as amended by 2022-265) for the purpose of providing additional architectural/engineering and consulting services for the new Tehama County Corrections Re-entry Project, thereby adding an additional $152,315, for a total maximum compensation amount to not exceed $2,041,621

Financial Impact:
Funds are included in the project budget. Funding is available in the Accumulated Capital Outlay (ACO)- Plant Acquisition budget, account 1081-57586. Although not reimbursable by the State through the SB 1022 financing program, the expense will be included as a cash match contributing to the total eligible project cost.
Background Information:
On September 15, 2015, the Board approved the agreement in the amount of $1,406,466 with Lionakis for architectural/engineering services for the new Tehama County Corrections Re-Entry Project. Their fee was based on an award of $15,586,000 from the SB 1022 Adult Local Criminal Justice Facilities Construction Financing Program. On November 22, 2016, the Board of State and Community Corrections (BSCC) notified the county that the conditional award had increased to $20,000,000 due to an award relinquishment by the County of Lake in the small county category. The increased award allows for a larger building and additional programming; therefore, additional services were required of Lionakis and their subcontractors.
Amendment No. 1, in the amount of $178,600, addressed this change of scope as well as the additional work related to the rerouting of Madison Street.
Amendment No. 2, in the amount of $304,240, includes additional service fees based on substantial delays to the project and additional professional services requested.
