Financial Impact:
If approved, the candidate will be utilized in an extra help capacity (not to exceed 960 hours per fiscal year) and paid an hourly wage of $58.84. At this time, there is sufficient funding in the Department's budget to cover costs associated with this request. If necessary, the Department will request an adjustment to the budget during the Mid-Year Budget process.

Background Information:
Government Code section 7522.56(f)(1) states a retired person shall not be eligible to be employed pursuant to this section for a period of 180 days following the date of retirement except under certain exceptions if conditions are met. One of the exceptions is if there is a need to fill a critically necessary position and where the employee has specialized skills and knowledge for the position. In such a circumstance, the employer must certify, by resolution, the nature of the employment and the appointment is necessary to fill a critically needed position before 180 days have passed. Furthermore, the appointment must be approved by the governing body of the employer in a public meeting.

The candidate has been employed by the County since 2004 and retired from the position of Clerk & Recorder on 08/14/2024. The critical need for this appointment is due to the extensive knowledge and training necessary to perform certain duties on behalf of the County.
