Financial Impact:
The increased pay for the In-Home Supportive Services (IHSS) providers will raise the cost of the County's annual IHSS Maintenance of Effort (MOE).
Currently providers are paid a wage of $18.15 per hour, which includes $16.90 minimum wage plus the first and second year negotiated pay increases of $1.25 that began July 1, 2024.
At the beginning of the second year (FY 25/26) of the pay increase, the County chose to initiate the "10% increase over a three-year period" option. This enabled the State to share a portion of the costs that are more than $1.10 above minimum wage for a period of three years.
In this third and final year of the negotiated pay increases (FY 26/27), the provider pay will increase by another $0.25, up to the $1.50 total approved increase. The MOE is estimated to total $3,284,379. The annual 4% inflation factor will be added each fiscal year ongoing
Background Information:
This is in accordance with the Public Authority Resolution 2024-01 and Memorandum of Understanding between the Tehama County In-Home Supportive Services Public Authority and the Service Employees International Union (SEIU), Local 2015, approved by the Board of Supervisors on April 2, 2024, in effect March 19, 2024 to March 18, 2027.
