a) RESOLUTION - Request adoption of a Resolution establishing the Fiscal Year 2026-27, Adopted Budget for Tehama County with the total funding requirement of $287,419,650 for Governmental Funds

Financial Impact:
Approval of the Resolution to Adopt the Fiscal Year 2026-27 budget will allow departments to move ahead with fixed asset purchases, hiring of new personnel and other recommendations not previously approved in the Recommended Budget. Funding sources include Fund Balance Available and estimated revenues.
Background Information:
Government Code requires approval, by Resolution, of the Tehama County Adopted Budget for the Fiscal Year 2026-27 prior to October 2, 2026. Exhibit “A” to the Resolution (attached) includes Summary Schedules representative of appropriations for financing uses and financing sources recommended by County Administration at the Public Hearing on August 18, 2026. These summaries are allowed under Government Code § 29090. The County Budget, in its entirety, will be printed in detail in booklet form, and made available on the county website, upon approval.
The implementation of recommendations made at the Public Hearing on August 18th and direction given during the study session on September 15th are outlined in my letter to the Board (also attached).
