Financial Impact:

The budget for the current SolutionsWest contract will be increased from $51,900 to $100,000. Although this adjustment was not included in the original budget, the available Medi-Cal allocation is sufficient to fully cover the additional cost due to ongoing vacancies among Eligibility Specialists. It is expected that other expenditures will be lower than anticipated, allowing Professional Services account 5013-53230 to absorb the increase. There is no County share required for Medi-Cal administration. There is no impact on the County General Fund.

 

Background Information:

The original agreement, 119PA25 was approved by the Purchasing Agent.  The amended amount payable is above the Purchasing Agent’s authority, so Board approval is requested at this time. Social Services, Eligibility branch originally enlisted the assistance of SolutionsWest in November 2023 and again mid-April 2025 to help process the large volume of Medi-Cal applications and re-certifications that Social Services receives and is required to re-evaluate. The California Department of Social Services (CDSS) has re-instated pre-covid era regulations and processing timelines and in so doing caused the number of Medi-Cal applications and re-certifications to increase substantially. Contracting for additional help in processing Medi-Cal applications and re-certifications has proved to be a workable short-term solution for meeting required workloads and timeliness deadlines.
