a) AGREEMENT - Request approval and authorization for the Agricultural Commissioner to sign the Memorandum of Understanding (MOU) with the California Department of Food and Agriculture for the provision of work performed in Tehama County in the enforcement of the California Seed Law, effective 7/1/25 through 6/30/26

Financial Impact:
The MOU contains no provision for a dollar reimbursement for FY 2025/26 as the funding is provided in arrears to California counties. The minimum $100 State subvention for this MOU will be included in the Department’s FY 2026/27 budget and adjusted accordingly.
Background Information:
The County Seed Enforcement Subvention Program is an optional program available to counties. By participating in this program, the California Department of Food and Agriculture will provide funding for Seed Enforcement activities. These activities include seed label evaluations, inspections of seed lots and inspections of registered seed farms or distribution centers throughout Tehama County. The funding is based on the number of registered seed labelers and units or enforcement activities. The rate of compensation shall be established at the end of the MOU period by dividing the total available statewide funding by the number of statewide units of enforcement activity complete.
