a) AGREEMENT - Request approval and authorization for the Interim Executive Director to sign the Agreement with Sierra Health Foundation: Center for Health Program Management, for the purpose of Tehama County Health Services Agency's Behavioral Health and Substance Use Recovery divisions to conduct behavioral health functions necessary to meet Proposition 36 obligations, with maximum receivable compensation not to exceed $330,282.54, effective 3/1/26 and shall terminate 3/31/28

Financial Impact:
This is a receivable to the County. Funding will be received into Budget unit 40131 for Mental Health and Budget Unit 40171 for Drug & Alcohol. This is a one-time funding to support Proposition 36 Implementation.
Background Information:
This is a new Agreement with Sierra Health Foundation: Center for Health Program Management. The purpose of contracting with the Health Services Agency (TCHSA) is so that TCHSA can assist in implementing the behavioral health requirements for Proposition 36. Proposition 36 establishes a treatment-mandated felony process that allows individuals with repeated drug possession offenses to receive court-order substance use and mental health treatment in place of tradition sentencing, with potential dismissal of charges upon successful completion. TCHSA's Behavioral Health and Substance Use Recovery divisions will conduct assessments, coordinate with justice partners, and provide or arrange treatment services.
