Financial Impact:
The project was funded in part through an American Rescue Plan Act (ARPA) and the District's reserve funds. These reserve funds are designated for infrastructure repairs, maintenance, and capital improvement projects and were appropriately utilized to complete this project.
Background Information:
Tehama County utilized its Job Order Contract (JOC) program on behalf of the Mineral Sanitation District to complete a sewer rehabilitation project within the District's collection system. Outback Construction Inc. served as the prime contractor and The Trenchless Company served as the specialty subcontractor for the rehabilitation work. Construction activities commenced on September 22, 2025, and were substantially completed on September 26, 2025. The scope of work included cured-in-place pipe (CIPP) lining, localized spot repairs, and manhole rehabilitation at various locations throughout the collection system. On December 23, 2025, following a period of elevated flows to the wastewater treatment plant, District Plant Operator Speero Tannous conducted an inflow and infiltration (I&I) investigation to identify potential sources of groundwater infiltration into the collection system. The investigation determined that ten (10) of the fifteen (15) rehabilitated manholes exhibited failures of the epoxy liner system, allowing groundwater infiltration through the rehabilitated structures. The County subsequently notified the prime contractor of the observed deficiencies and initiated the repair process in accordance with the contract requirements.
