Requested Action(s)

recommendation

a)                     Request approval for the Personnel Director to sign the side letter of agreement revising the memorandum of understanding (MOU) between the County of Tehama and the Joint Council International Union of Operating Engineers, Local 39 Article 9.2:  Salary Step Advancement, effective 5/1/23

body

Financial Impact:

If the proposed action is approved, the total financial impact will be approximately $2908.15.

Background Information:

Through the contract dispute resolution process, the parties have met and agreed to revise the language of Article 9.2: Salary Step Advancement effective May 1, 2023.  The proposed revision clarifies how one full year of employment will be measured for salary step advancement for both full-time employees as well as part-time employees.  The request is to approve the language retroactively to the date the contract dispute resolution process with the bargaining unit began.

If approved, this revision will change the salary step advancement date from the day after one full year of employment to 365 days for full time employees and 2080 hours for part-time employees.  Because this proposed change is retroactive, if approved, those eligible employees who had a salary step advancement between May 1, 2023, and January 7, 2025, will receive compensation in an amount equal to 5% difference in pay for one full day.  The amount each employee will receive varies between $7.03 and $19.82 based on their classification and assigned hourly rate and before taxes and other payroll deductions.

The Personnel Office and the Joint Council bargaining unit have met and conferred regarding this proposed change and an agreement has been reached.  If the proposed action is not approved, the contract dispute resolution process will be deemed incomplete.
