Background Information:
The Road Repair and Accountability Act of 2017 (Senate Bill 1) established the SGR Program to support repair, rehabilitation, and capital improvements to California’s public transit systems. The program provides approximately $105 million annually statewide. Its purpose includes keeping existing transit vehicles and facilities reliable, safe, and accessible. Regional entities such as the Tehama County Transportation Commission (TCTC) identify eligible projects through an annual project list submitted to the California Department of Transportation (Caltrans).
The Rio & Walnut Multimodal Transit Hub is TRAX’s downtown transfer point in Red Bluff, near the intersection of Rio Street and Walnut Street. Earlier SGR submissions identified transit transfer center rehabilitation and Americans with Disabilities Act (ADA) improvements under the Walnut Street Rehabilitation and ADA project. The current Rio & Walnut project carries that transit access purpose forward through improvements to the transfer area, including accessible boarding and pedestrian connections, passenger amenities, lighting, and safety features. The hub project is being coordinated with the City of Red Bluff and its related work in the area.
