Financial Impact:

There is no financial impact associated with this request. Bilingual pay stipends for FY 23/24 have been allocated in the adopted budget. Moving forward, departments shall budget for the number of bilingual pay designation(s) during the annual budget process.

 

Background Information:

On April 16, 2024, the Board of Supervisors approved the revised Tehama County Personnel Rule §3302 Bilingual Pay, which modified the current practice of tracking bilingual pay stipends.

 

Previously, departments were required to identify specific classifications as “bilingual” on the Position Allocation List (PAL). If the department wished to move their bilingual designation, an amendment to the PAL was required. The revised rule provides departments the flexibility to move a bilingual designation within their PAL to meet the needs of the department.

 

The requested action amends the PAL thereby removing the bilingual designation from specific position allocations and instead identifies the number of approved bilingual designations for each budget unit. The designations will be tracked by each department as well as the Personnel Office via the “PAL with Names.”
